whereas in the Civil Service, notwithstanding the re-classifica- tions, increases are invariably biennial and only by $5 per month. Merit and efficiency are generally rewarded in the Mer- cantile houses and Banks, not only by liberal yearly increases, but in addition by bonuses., To all these we are denied and, it is no wonder, that smart junior officers seeing a better open-

ing elsewhere promptly leave the Civil Service. Ths Post Office and other departments' records will show how olerks who have

left are in receipt at present of much higher emoluments than

they ever hope to reach in the Civil Service after lengthy

periods have elapsed.

We, however, desire to continue in, and

uphold the best traditions of, the service and only ask that our

financial conditions be improved, so that we may be able to live in decency, to educate our children (many of whom will, no doubt, follow our example and enter the Civil Service) and to be free

from the incubus of financial embarassment.

We therefore most humbly pray that His

Excellency will impartially enquire into our conditions and,

if he be satisfied as to the justice of our application, to

recommend our appeal to the favourable consideration of the

Secretary of State to grant us some amelioration in the shape

of Exchange Compensation or other substantial increase on our

dollar salaries.
